    Whose Participating?
    I feel this question is already answered...

    Shall we have self decided teams after all people have signed up?
    When teams are self decided people tend to stick with people they already know...

    Shall we have teams be chosen by team captain?
    Same problem as above, however it's less extreme.

    Shall we have multiple rounds?
    If you want, I don't feel it's necessary

    After each round, should teams be chosen again and switched with different number of team members?
    If we're doing multiple rounds, yes.

    How many people should be in each team?
    Three of Four?

    Since I'm not a loner and I want to join to, can I join and have the winner be voted (because entries will be few)?
    Sure!

    Should I have all cards made in 1 set?
    That would be a little confusing, unless all teams had a separate guild/shard/wedge.

    Should all the cards just be posted separately (I wouldn't suggest that)?
    Probably not

    Should we have a premium member in each team so all cards they decide on will be put in that set (They could be team captains, but I don't think there are enough premium members)?
    Sounds good

    Should I get a good hearted person like @Corwinnn to make a set for each team?
    Also sounds good.

    Can the winner be chosen by popular vote?
    I like this idea!

    Of course!

    Most importantly, what should the contest exactly be on? Note that each one will be different.
    Creativity? Balance/Power? Innovation?

    No. That would be rather time consuming and pointless.

    All of you are members for round 2, so I want the topic of contest 2 to be decided by you guys:

    What do you want round 2's contest to be on?

    A: A normal set, but without restrictions.
    B: A full professional deck
    C: A set based on something specific, like certain mechanics, a certain species (@Monty would be doing Womps), stuff like that.
    D: A set like Tarkir or Alara, many factions fighting each other.
    E: Dual Decks
    F: A story, and cards made for the story.
    G: From the Vault
    H: Premium Deck
    I: Event Deck
    J: Other (Specify Below)

    I like A. The set could have 2-3 mechanics made by the designers that match the spirit of the set they want to make. In other words, I think it would be good to have as little restrictions as possible to promote a broader creative environment, rather than forcing the set to be based on a single mechanic or mechanics of someone else. This would also impose the challenge of having to balance the set and think about limited formats in terms of color balancing. I feel like the others would take away the feeling of designing a "card set" rather than a "set of cards". D would be fun but I feel like with the limited number of cards we can make it would be difficult to make all multicolored factions be represented equally. If they were monocolored factions it would be doable.
