Balance Question

Heyo, it's been a while! I have a quick question for those commander players among us. If someone wanted to use this commander, would you allow it? If not, how could they be improved? What would the correct mana cost for the activated ability be?

    Ooh! That's fascinating! I like that a lot. I enjoy that it doesn't especially enable itself, and the costing seems relatively appropriate mana-value-wise. That being said, I don't especially see why this card is green. I think this card could perfectly reasonably be costed at 1WB and it would fit the WB color pair's low-to-the-ground aggro motif by awarding an aggressive strategy that can get around an opponent's defense so you can gain a lot of time.

    The green is mainly because I want to play a political Abzan deck. You could cut the green with no issue of course.

    How would you go about anchoring the green identity?
