So I'm now pretty unclear on the flavor of this setting. Is this based off of Colonial India in the modern era, or is this Medieval/Ancient India? I think they both have distinct tones and flavor and you should probably decide on one. If you wanted both, you could introduce an "Occupying Force" as a stand in for the british in a earlier style setting, but unless transparency is what you're going for, maybe not a bunch of white dudes in uniform running around with gods and legendary heroes. That seems a little bit strange to me.
So what i'm picturing is reworking of ripple as a creature ETB
So Chant 4 on a Mystic creature could look like
When White-Lotus Mystic enters the battlefield, you may reveal the top four cards of your library. You may cast any revealed Mantra cards without paying their mana costs. Put the rest on the bottom of your library [maybe graveyard?] . You could also nerf this by putting them into your hand rather than free casting.
Doing this would make the mechanic distinct, fresh, and interesting, but it would necessitate lower cmc mantras with individually weaker effects.
After some thought, I don't think mantras should be a enchantment if a ripple type effect is exclusive to them. Basically it could get really wordy.

While that does seem neat, I don't think it'll translate to fitting on a card very well. For something like a common, or even an uncommon its way too wordy and complex. However, take away the Chant and you have a really nice little shell for a bunch of Mantra enchantments. If you want chant to be a mechanic on Mantras, i'd suggest to changing type to Sorcery. That way its a little more flexible in terms of formatting. And you don't need to have a permanent style effect that you'd want on an enchantment. I'm still voting for Chant as a Mystic tribal ability. Mantras themselves could stick to having an ETB effect (X happens for each mantra you control) then a simple sacrifice activation effect.
I think this would be most adaptable in formatting, and deepest in interaction IMO
Also @The-DM, the design skelebones for this set are going to be quite different than normal, and I'll explain that in two ways:
This is an excuse, but this set is not set in the Multiverse. It is set in the Giovverse, which is only loosely connected to the Multiverse and Earthenrealm, so the sets/planes are going to be different.
This ones real. I have a relatively short attention span, so having a different form of set creation will help me get through with this. I really want to finish this set, and so I'm not going to let anything get in the way of that.
Just the base cards, no story(Still flavor), and less bicolor. Then we go into story cards, and also bicolor cards for each rarity. Less story in common and uncommon @The-DM.
Unless you guys have other ideas, I'm still guessing that bicolor will be part of the base cards, you guys can help @The-DM. I'm saying this because you only say "I see" when you see to well.
It sounds like a massive undertaking actually. I think it best to start with a smaller set. That way its easier to complete, and you can always do a follow up if you feel up to it.
My current set of Al-Qara is only 200 cards. That gives me room to tell a sequel story, as well as an achievable goal. Take a look at some of the smaller sets in terms of structure. Since it seems you wanna do a tri-color scheme I recommend Alara Reborn as it's tri-color, and pretty small at only 145 cards. You could expand from there.
Okay, to replace the domain card from Reborn, I think that a planeswalker would be good. Whilst Saheeli would be preferred, any one we can get. Or we can make a planeswalker. I depends.
